The preparation of the genocide lawsuit against Serbia, which was promoted by the Kosovo government, remained a rhetorical initiative, and without concrete progress. This is what the Fol Movement claims in an analysis of the government's program for the years 2021-2025. In the presentation of this analysis, it was stated, among other things, that the government has failed to achieve its main objectives due to procedural delays, technical preparation and lack of institutional coordination.

“The rule of law, considered a key priority in the government program, has also encountered major obstacles. The vetting process, presented as a measure to clean up the justice system, has failed to get past the initial phase, reflecting the lack of a clear strategy and political will to implement it. Furthermore, the preparation of a genocide indictment against Serbia has been widely promoted by the government, but so far has not shown any concrete progress and has remained more of a rhetorical initiative.”

She also mentioned the delay in the approval and implementation of laws, emphasizing that a large number of draft laws have been challenged for procedural violations and have been sent to the Constitutional Court. Another major challenge, as Demolli called it, has been the lack of inter-institutional coordination.
