The statement by the head of government, who called SPAK's surveillance of political parties during the election campaign an error, was followed by a press release from the Special Prosecution Office, detailing the entire strategy that will be followed to combat electoral crimes.
In a reaction that appears to be a response to Rama's concerns, SPAK underlines that the legal framework guarantees that investigations into criminal offenses within the framework of elections are carried out without political interference or external pressure and demands respect for the independence of this institution.
"Investigation of criminal offences in the context of elections can often be subject to political pressures and various unlawful interventions, which may aim to divert or delay investigations. These interventions may affect witnesses, those under investigation or even the institutions responsible for investigating and adjudicating cases. Guaranteeing the independence of SPAK from all stakeholders and ensuring institutional support will be essential to meet this challenge."
The use of cash is a challenge, says SPAK, but states that the spending of political party funds will be the focus of prosecutors' work, where vote buying will be at the center of the investigation.
"The use of cash, which is difficult to track, as well as the lack of cooperation from individuals or private entities involved, pose major challenges for investigative bodies. In this context, it will be necessary to increase cooperation with financial institutions, strengthen mechanisms for reporting suspicious transactions, and improve international cooperation to track funds coming from outside Albania."
According to this structure, the problem is not only the candidates, but also the organized crime involved in the elections, so special attention will be paid to this issue.
"Criminal groups, for their illicit interests, often interfere in the electoral process through threats, financial manipulation, corruption of electoral officials, etc. Confronting this phenomenon requires a coordinated response between SPAK, the State Police, other law enforcement agencies and international partners to identify and neutralize any attempts by criminal groups to influence the elections."
SPAK, while calling voting from abroad a new challenge, promises to extend investigations to violations that parties may commit during the campaign in the diaspora.
