Juveniles in conflict with the law is a phenomenon that has become a serious problem for our society. The cases when juveniles become the object of criminal procedural actions by both the police and the Elbasan prosecution are increasing from year to year and one of these violations committed by juveniles is the use and possession for distribution of narcotics.
The specialist for narcotics investigation at the Elbasan District Police Directorate lists several factors that, according to police analysis, push minors towards illegal narcotics activity.
The prosecution is another link that, in addition to the legal procedure, must take care of the rehabilitation of minors in conflict with the law. And to achieve this, the judicial police officer states that the law on minors is good but more awareness is needed from the entities that implement it.
While for the judge of the Elbasan Court, the cases of repeat minors show that the problem is complex and that there is no necessary infrastructure that should serve the education and rehabilitation of minors.
