The high level of emigration; the high level of informality and the non-declaration of salaries are the three main reasons why the scheme is currently in deficit.
Such a situation has led to less revenue being collected in the budget, which would have been available for the scheme to increase pensions.

Today, Albanian pensioners are the poorest in the region.
