Meritocracy, innovation and digitalization are the 3 areas in which the government will focus the most to reform public administration. In the strategy issued for public consultation, the Ministry of State for Public Administration defines the priorities that it will focus on until 2030.
“One of the main challenges remains the sustainable and effective implementation of the civil service law, with the aim of ensuring that recruitments and promotions are carried out based on merit, competition and transparency for all levels of civil servants, with a particular focus on the Senior Management Corps.”
For a more efficient administration, there will be a further development of the e-albania portal, the avoidance of physical papers and the training of digital citizens, the strategy states. Meanwhile, to make Albania competitive with the region and beyond, a reform will also continue in salaries, writes A2 CNN.
“Successful civil service salary increase reform must advance by addressing systemic issues in job classification, salary progression, and special allowances.”
Undertaking such a strategy is also one of the main conditions required as part of Albania's obligations under the "Foundations" Chapter Group to integrate into the European Union. The reforms undertaken so far for the Albanian Public Administration were rated first in the region by OECD/SIGMA in a recent monitoring. (A2 Televizion)
