Institutions were unable to spend all the money planned last year. Out of the estimated 771 billion lek, only 734.1 billion lek were used. The surplus is estimated at around 37 billion lek or 370 million euros.

"The failure to make investments practically means that we have not achieved the objectives we had set for 2024, such as economic growth, the realization of investments, etc.," said Klodian Muço, lecturer and expert on economics.

Data from the Ministry of Finance shows that out of the 128.5 billion lek planned for investments, only 115 billion lek were spent. Experts also indicate the reasons why 13.5 billion lek were exceeded. with the current exchange rate of about 135 million euros, writes A2 CNN.

"In fact, what has been observed in recent months, which has also been mentioned by important government officials... a trend is being observed in state offices that more and more difficulties are being encountered in state offices in making investments or in signing financing for certain projects for bureaucratic, legal reasons and mainly out of fear of justice institutions," said Muço.

The Ministry of Finance argues that spending slowed last year due to delays in tender procedures, delays in project implementation, and delays in obtaining foreign funds. But experts say the same is not expected to happen this year with parliamentary elections just around the corner.

"If you look at these recent fluctuations in the euro-lek, they are also coming as a result of increased government investments since the first days of January. With the elections on the eve, there is a significant increase, which is expected to continue, in various investment expenditures," the expert said.

Data from "finance" show that the Ministry of Economy had the lowest investment performance last year, followed by the Ministry of Interior, the Ministry of Defense, Education, Agriculture, and Infrastructure, while the Ministry of Health had the best performance. (A2 Televizion)
