The year 2025 starts with some changes that affect almost all Albanians in their family budgets, starting from car insurance to cigarettes. The first change that came into effect on January 1 is the malus bonus system in vehicle insurance.

The amount to be paid will be according to the insured's damage history. In other words, the more accidents a driver has had, the lower the insurance will be. Currently, car insurance, which is mandatory by law, constitutes over 68.5% of the insurance market and insurance premiums for the 11th month of 2024 reached over 13.4 billion ALL, with an annual increase of over 7.6%.

Another change proposed and expected to enter into force within this year is the one aimed at protecting the climate through the reduction of trafficking.

The national plan submitted for public consultation provides for the movement of vehicles to be carried out on certain days of the week and divided according to vehicle license plates, which is applied in neighboring countries such as Greece and other countries. Meanwhile, by 2030, it is expected that 10% of vehicles in circulation will be electric.

Another important change that will be implemented this year concerns the declaration of income.

The deadline for submitting the income statement, or otherwise DIVA, will be March 31 and not April 30. While the obligation to declare will have all those individuals who realize over 1.2 million lek of income per year from over 2 million that was before.

Meanwhile, another change is the increase in excise duty on cigarettes.

From 7,250 Lek for every 1,000 cigarettes, the price increases to 7,500 Lek. This move to excise duty is expected to be accompanied by an increase in the price of cigarettes for users in the market, and the government, through this measure, aims to reduce consumption, protecting the health of citizens.
