“Neither friends nor parties, but priority based on the merit-preference principle.” This is what Prime Minister Rama promised for excellent students seeking to become part of the public administration. But this is not happening.
During 2024, not a single student with excellent results was even employed in the state, as the call for their recruitment was only opened at the end of the year. "Ready for Albania", the government program launched in 2019, had actually begun to fade in 2022 and 2023, with only 50 jobs in total.
" Unfortunately, Public Administration is politicized and not based on meritocracy. This makes excellent students unable to find the right spaces because they lack public orientation ," employment expert Mirela Arqimandriti told A2 CNN.
Although it was supposed to be completed in 2024, the 105 excellent students who won a 1-year contract in public administration institutions were announced only at the beginning of this year. 372 recent graduates applied to the call, a figure that is down compared to previous years.
" They then probably prefer to be employed in foreign countries, or in Albania in the private sector. In public administration, I think there are many problems that limit young people from revealing their potential ," the expert added.
Other reasons for the low number of excellent students employed in public administration last year also extend to salaries, experts estimate.
" We must keep in mind that the salary increase does not affect all positions. It is not that there is uniformity. The private sector continues to have better salaries and more variety of positions. We also have many individuals who are self-employed ," labor market expert Helena Halilaj told A2 CNN.
