The draft law re-submitted to the Assembly seems to provide a solution to the impasse over the years, after 2 unsuccessful initiatives in 2008 and 2015. From 2026 to 2030, this amount will gradually increase by 1% per year, with the aim of being no less than 7% in 2030.
"A delayed initiative, it aims to align with EU directives on improving the gases emitted into the environment. It should have been accompanied long ago and with an impact assessment on how it will affect different sectors and when we have how it will affect agriculture, it is an incomplete law. The right to mix fuels will be held by both those in the refinery and those who trade it for the final mixture," environmental expert Rodion Gjoka told A2 CNN.
To increase the use of biofuels, the draft law provides for tax relief such as excise duty, turnover tax, and carbon tax.
But will this also affect the reduction of fuel prices overall in the country?
The trade of biofuels for a period of 10 years from the date of entry into force of this law shall be exempt from the fiscal regime in the Republic of Albania only for the quantity of pure biofuels.
"The right approach is fiscal reduction. But if we focus on the performance of the use of biofuels, there is a good reflection for those cars produced after 2017, while for previous years they show maintenance problems. The introduction of up to 7% will affect the final price from 175 lekë, which is today's oil, to 168 lekë, a 3-4% reduction," added Gjoka.
According to the accompanying report, biofuels will cost around 82.68 lekë/liter, half the price of other fuels on the market. While the obligation of trading entities will be to increase the use of these fuels by up to 7% by 2030. (A2 Televizion)
