The trial of the former mayor of Shkodra, Bardh Spahia, is underway at the Special Court against Corruption and Organized Crime, accused of obstructing the execution of the court's decision. The first witness in this case was Mark Molla, former administrator of the Shkodra Water Supply and Sewerage Company, who filed a criminal complaint against Spahia. In his testimony, obtained by A2 CNN, Molla stated that in May 2022 he received a removal order by mail from the position of administrator of the Shkodra water supply company, which according to him was not recognized by the court.
"In 2022, I was the administrator of the Shkodër Water Supply Company. As an administrator, I did my job well. Ministers Gjiknuri and Balluku evaluated the Shkodër Water Supply Company as one of the best. I filed a criminal complaint, after the former mayor, due to my performance, gave me a 3-year mandate. I have not been seen to this day by the former mayor. I am known as a worthless person only from official documents. I was not allowed to enter the institution. I have waited for the court's decisions. Not just one, but three decisions have been violated. If an assembly meeting is held to remove the administrator, the administrator participates. I have never been summoned. In May 2022, I was notified of a removal order, which came by mail. I went to court. The court did not recognize it as a decision. Spahia issued another removal order. I also challenged that in court, which also did not recognize the mayor's decision," he said.
After another eviction order issued by Spahia, Molla has again challenged the decision in court, where this order was also overturned. He says that while he was away on business in Postriba, his office in Ujësjelles was surrounded by police and municipal police and his office was broken into.
"About the court decisions, I am talking about securing the lawsuit. Meanwhile, after the third dismissal decision, a person from the Municipality came and asked me to vacate the office. I told him to vacate it only if the court tells me to. That day, I went to Postribë, for work reasons. Meanwhile, the Waterworks building was surrounded by police and municipal police. Out of 320 employees, Spahia issued an order allowing only 62 people to enter the institution. I did not make any submissions. The office was broken into in an absurd manner by a commission. The break-in was done on the 9th, while the commission that did the break-in was approved on the 10th."
Mark Molla explained that he was notified of two of the removal orders by mail, while he received the third from the Assembly leader.
SPAK demands that Bardh Spahia be tried for obstructing the implementation of court decisions and actions that have violated the functioning of the public administration in Shkodra. (A2 Televizion)
