The SPAK Special Prosecutor's Office closed the investigation and sent two factions of the "5D" file to court, the "throne" of which defendants are held by former directors of the Municipality of Tirana.
The defendants of the two files, nine in total, are accused of "violation of equality of participation in tenders or public auctions", an act committed, according to SPAK, to illegally favor the "5D" company in two tendering procedures, that for the reconstruction of a gym of the "Tirana Sports Club" and the reconstruction of the parking lot at "Selman Stermasi".
According to SPAK, the company "5D" had as its actual owners, Redi Molla and Mariglen Qato, former directors in the capital's Municipality. According to SPAK, in the first case, the defendant Deborah Keçi, as the holder of the contracting authority, agreed with the representative of the company "VAS Konstruksion" shpk, the same as "5D", to declare her the winner of the procedure from the preparation stage. of documents.
To do this, referring to the investigation, he collaborated with Teuta Guri, Jeton Mera and Rejnaldo Gjerazi, a member of the Bid Evaluation Committee, who allegedly evaluated and classified the predetermined operator as the winner.
In the other faction, in the same form, the defendant Eglantina Zere, as the owner of "Tirana Parking", an institution subordinate to the Municipality, has taken advantage of the same trading company as "5D" in violation of the law, an act committed in cooperation with the members of Bid Evaluation Committee and a member of the procurement unit.
The investigation showed that the verification and evaluation of the contestants in the tender was not done by the members of the KVO, but by the employees of "5D". On Wednesday, the Special Court was scheduled to hold a preliminary hearing for the trial of 8 defendants in the "5D" file, but the hearing was postponed to January 28 due to the non-notification of one of the defendants.
