In March of last year, the Ministry of Finance withdrew from the obligation for owners of apartments rented through AirBnB or Booking to register with the Central Bank.
In recent months, illegal activities taking place in these premises, which are mainly located in apartment blocks and densely populated areas, have increased significantly in Tirana. The most recent case was the exploitation of 44 Colombian girls for prostitution in apartments rented on the Airbnb platform, as well as earlier a girl held hostage in the Astir area where they had consumed narcotics with a group of girls and boys.
Expert Fation Softa says that for people who rent out apartments and engage in criminal activity in them, there should be criminal prosecution, up to and including seizure of the premises.
"These structures should be registered. Secondly, the administrators of the buildings should be held accountable and should provide information. The person who uses this structure should be held legally accountable, that is, the owner of the structure that provides this and how should there be a register. There should be a legal obligation to inform about the activity they do and in cases where their activity is illegal, meaning that the place, the nephew or the responsibilities they have are undeclared, then legal measures should be taken, possibly starting from blocking the activity, from criminal proceedings against them and why not if they use it as a prostitution center, the possibility should be considered up to and including seizing their apartment. So legal pressure should be increased," expert Fation Softa told A2 CNN.
But should prostitution be legalized in our country? Expert Fation Softa is not sure if this solves the problem but says there needs to be more control, not only over the territory, but also at the Border Points.
"Today prostitutes come, tomorrow terrorist groups may come. So in the way of controlling the entry-exit system at Border Points, it definitely needs to be more controlled. Then, whether this phenomenon should be disciplined or legalized, I am not able to express myself because I immediately have to take someone's side or someone else's side without wanting to, I say it should be a referendum", added the expert.
