Three relatives of the former mayor of Mallakastra, Agron Kapllanaj, who became protagonists of an incident with the Operational Force and BKH agents on Tuesday evening, are accused of "assault in the name of duty", carried out in collaboration with the Fier Prosecutor's Office.
The prosecution, through a press release, explains that it has registered criminal proceedings against Ledjan Kapllanaj, Klaudjo Kapllanaj and Gerald Kollçaku. The Prosecution also explains in detail the clash that Kapllanaj's relatives had with the law enforcement agencies and investigators of the National Bureau.
The whole episode began at a time when a BKH agent, accompanied by officers, was conducting an operation on orders from SPAK in the village of Portëz e Madhe.
According to the prosecution, they were filmed by a person and this caused them to abandon the operation to move to a place called "Park Roundabout", where they were approached by several people who arrived in 3 cars, to physically attack them.
"While they were standing in their vehicle in another location, on the side of a public road near the place called "Park Roundabout", in the city of Fier, three vehicles approached them, from which several people got out, and who exercised physical violence against the police officers, despite the latter's presentation," the Prosecution explains.
A different version of the event was presented in a statement to A2 CNN by Agron Kapllanaj, who claims that BKH agents had set up a drone over the offices of the political entity he is a part of, "Djathtas 1912", which prompted the reaction of his relatives to demand accountability.
"At around 6:30 PM yesterday, a civilian car, with 4 civilians inside, parked near our family's business premises and raised a drone to film. He left and returned again, raising the drone again to film. The guard, worried, notified the director, who came out of the office, where I was with him, and demanded explanations from the people in question. He asked them why they were there. They said they were interested in buying a property and that was why they had raised the drone. The director told him that the property was not for sale. At this point, they got angry and asked him to delete the photo he had taken. The person behind the wheel threatened the director, saying that he would see what he would find. The driver started cursing and insulting the director and then I got out to explain. At that moment they left. The director told me to go and file a report. In At the Fier police station, I asked for the chief to file a report. While I was talking to him, my grandchildren and some employees left for home. Shortly before entering the city of Fier, they encountered the vehicle that had come to the company. They stopped to ask for explanations as to why they had come to the company. There, one of the people in the civilian vehicle pushed him. The driver loaded his pistol and pointed it at my family members and said to leave, or I will kill you! Then the police patrol arrived. He tried to neutralize the person with the gun in his hand. There, they introduced themselves as BKH employees. That was the whole incident," Kapllanaj told "Ditari" by Andi Nuraj on A2 CNN.
PROSECUTOR'S NOTICE:
The Prosecutor's Office at the First Instance Court of General Jurisdiction in Fier has registered criminal proceedings no. 509, dated 16.04.2025, for the criminal offense of "Assaults due to duty", committed in collaboration, provided for by articles 237/3 and 25 of the Criminal Code, based on a notification from the judicial police services about an event that occurred at the place called "Park Roundabout", Fier.
Immediately after the notification, the judicial police under the direction of the Fier Prosecutor's Office carried out the first investigative actions, from which it was documented that an investigator of the National Bureau of Investigation and officers of the Special Operational Force of the State Police were carrying out investigative actions within the framework of an investigation by the Special Prosecution Office against Corruption and Organized Crime, on the Fier-Patos road axis, near the village of Portëz e Madhe, Fier.
While they were carrying out their actions, they were filmed by citizen OI, which forced them to leave the place where they were positioned. About 30 minutes later, while they were standing in their vehicle in another place, on the side of the public road near the place called "Park's Roundabout", in the city of Fier, three vehicles approached them, from which several people got out, and they exercised physical violence against the police officers, despite the latter's introduction.
Following the initial investigative actions, the Prosecution has filed a request with the court for the legal validation of the arrest in flagrante delicto and the imposition of a personal security measure against citizens KK, LK and GK.
The Prosecutor's Office at the First Instance Court of General Jurisdiction in Fier expresses its full commitment to investigating and holding legally accountable persons who commit criminal offenses that endanger the lives and health of state police officers and persons performing state duties or public service.
