This was a bogus law and a big fraud because by the decision of the Constitutional Court, the law approved for imposing these fines has been declared unconstitutional", said Berisha in a press conference.
"In this context, every government is obliged to return any fine imposed based on this law.
But the narco-state, the narco-dictatorship, which recognizes only the will of the father and the head of the crime, regardless of the decision of the Constitutional Court, has continued the unconstitutional practice of fining citizens and now recently pretends to forgive the fines, at a time when they were all illegal.
Therefore, I condemn this public fraud and I guarantee every citizen who has been fined on the basis of that unconstitutional law, from the date of entry into force until today, that they will be compensated, they will be returned penny for penny the entire amount of the fine they have paid".
Berisha called on the citizens not to pay "a single penny of unconstitutional fine". "As I declare that the PD will forgive all fines for pensioners, for families in need, for employees with average salary and below, for families with mothers as the head of the family, for all families on economic assistance, in unemployment, all fines will be forgiven electricity and drinking water.
