Dashamir Shehi and Alibeaj present the platform for building the coalition,

The 'Movement for National Development' party and the 'Right 1912' party presented today, in a joint conference of their leaders, the platform for building an electoral coalition for the 2025 elections.

Presidents Dashamir Shehi and Enkelejd Alibeaj emphasized during their speech that today democracy in Albania is in a dangerous moment and the representation of citizens remains limited.

They invited all political forces that are outside the spectrum of Sali Berisha and Ilir Meta and that share the same principles as them, to become part of this coalition.

According to them, the process of building this coalition will be open and comprehensive, engaging politics and citizens equally.

Also present at this meeting were the co-chairman of LZHK, Mr. Ekrem Spahiu and Edvin Kulluri and deputy Arbi Agalliu.

Albania is at a key moment in its historical development. Democracy and the system of public power are going through a deep crisis of legitimacy, while citizen representation remains limited and the will of citizens is not reflected in decision-making processes.

The Socialist Party and the Democratic Party, through recent changes in the electoral law, have created and consolidated a closed electoral system, which for more than three decades has kept the country in a failed and corrupt political and economic model. The Electoral Codes since 2008 have removed the Assembly of Albania from its constitutional role of control over the government.

During these 34 years, Albania has survived thanks to the hope of its citizens. But this hope cannot continue to be misused. Albanian society urgently needs the construction of a state of law, supported by an independent justice system that punishes political corruption and fights organized crime. The fulfillment of this goal requires a clear and unwavering political commitment, especially in the Parliament of Albania.

A deeper and more transparent relationship with international partners is essential for accelerating European integration. Albania is at an important crossroads of this process. To move forward, a new and comprehensive pact with citizens is required, which promotes a new political culture, with open dialogue and their full involvement in decision-making.

Në kushtet kur grupimet kryesore politike kanë mbyllur listat zgjedhore dhe kanë forcuar një sistem që favorizon qeverisjen autoritare dhe të korruptuar, është thelbësore të ndërmerret një veprim i përbashkët dhe i vendosur. Të gjithë ata që mbështesin hapjen e listave zgjedhore dhe ndajnë vlerat e demokracisë duhet të bashkohen në një koalicion të gjerë dhe të fuqishëm parazgjedhor.

Partia “Djathtas 1912”, LZHK dhe forca të tjera politike kanë përdorur çdo mjet ligjor dhe institucional për të garantuar respektimin e së drejtës kushtetuese të qytetarëve për të zgjedhur përfaqësuesit e tyre. Përpjekjet tona në Gjykatën Kushtetuese për të rikthyer Kodin Zgjedhor në përputhje me Kushtetutën dhe për të hapur listat zgjedhore nuk arritën rezultatin e dëshiruar. Kjo përbën një mundësi të humbur për demokratizimin e vendit dhe për rrëzimin e një sistemi politik të dështuar.

Megjithatë, mundësitë për ndryshim mbeten të hapura. Shoqëria shqiptare kërkon me urgjencë një transformim politik dhe social. Duke u frymëzuar nga ky moment dhe kërkesat e qytetarëve, ne sot paraqesim publikisht një platformë për krijimin e një koalicioni të gjerë, të bazuar në vlerat e demokracisë, përfaqësimit dhe përfshirjes qytetare.

Kjo platformë është një apel për të gjithë aktorët dhe faktorët politikë, publikë dhe qytetarë që dëshirojnë të kontribuojnë në ndërtimin e një Shqipërie më të drejtë dhe më të mirë. Synimi ynë nuk është vetëm përmirësimi i ofertës politike, por edhe konkretizimi i saj në një koalicion të gjerë që reflekton kërkesat e qytetarëve për ndryshim.

Dokumenti që prezantojmë sot synon të nxisë një debat të gjerë publik dhe politik mbi modalitetet dhe objektivat e këtij koalicioni. Ai mbetet i hapur për komente, sugjerime dhe përmirësime nga të gjithë ata që ndajnë vlerat themelore të demokracisë dhe ndiejnë urgjencën për transformim.

Preambula

On the eve of the 2025 election campaign, we, a group of political subjects, political movements, political organizations, interest groups and activists of public life, believing: That Albania is at a critical stage in the history of its development and public power shows the serious deficit of democratic legitimacy, and that in the Parliament of 2025, citizens should be really represented and their voice should be heard; That the political groups of the Socialist Party and the Democratic Party, with the approval in July 2024 of the changes to the Electoral Code, seek to keep Albania in the 34-year-old state of a closed electoral system controlled by them, with the aim of keeping a failed system afloat economic and political than our institutional effort before the Constitutional Court, for the return of the Electoral Code in accordance with the Constitution for the effective return of the right to vote to the Albanian voter through the opening of the lists of candidates for deputies did not give the desired result, this being a lost chance for the further democratization of the country and for the collapse of the political system built in 34 years in Albania; That Albania needs a functional democracy, where the powers are really separated and balanced, so changing the political model, beyond the governing rotation, is a necessity; That the electoral system is unequal between political parties.

It risks distorting the will of the voters and disrupting the open competition, creating an unfair result in favor of the old parties that have dominated the political scene for decades and that are co-authors of this electoral system; In the historical importance of voting for the first time by Albanian citizens living abroad and sharing the belief that the diaspora should be truly represented in the Parliament; That new and honest political offers and alternatives, together with the process of circulation of political elites, are clear demands of Albanian citizens. For this purpose, appropriate spaces must be created for parties, groups, new political movements and public figures, and that the political model must be reformed in depth; That the European integration process needs an effective pact with the Albanian citizens and a change in political mindset, strengthening the political dialogue with the people and for the people; That the fundamental values ​​of each party are more important than the particular programmatic ideas that divide us and that the coalition is based on mutual respect for the social, political and programmatic identity of its members; We have agreed on this platform for the formation of an electoral political coalition

I. Basic values

1. Functional democracy, the rule of law, as well as human dignity and basic freedoms are the basis of the coalition, which it undertakes to protect and contribute to their realization.

2. Participation in the elections by competing with open lists returns the decision-making power and the selection of deputies to the Albanian citizens.

3. Real support for the justice system, even though it is not perfect, and that there are still some functional and structural problems. However, the progress of the justice system is oriented in the right way, and as a result the system as a whole, and SPAK and GJKKO in particular, should be supported in their activity as one of the best allies of Albanians and the opposition in the fight against political corruption , governmental and electoral and in the fight against organized crime.

4. Normal and functional relations with international partners are of special importance for the opposition and for every political party in Albania. Joint support for the justice system, continuous support for the advancement of the Albanian state on the path of European and international integration, the peaceful role in the highly polarized political climate in Albania, the exercise of positive pressure on the government and the supervision of the latter in cooperation with opposition parties make the international factor an indispensable partner for the opposition as a whole. Maintaining and improving these relationships before, during and after the 2025 elections is a key principle for coalition building.

II. Functional democracy – electoral system

1. Even though the electoral system is unequal, the coalition is committed to doing everything to come as close as possible to the real will of the citizens, so that the next Assembly will be their real representative and the voice of the citizens will be heard.

2. The coalition will compete in the elections with the system of open lists. The member parties will determine, while maintaining the common interest of the coalition, the number of representatives in the candidate lists while maintaining the party identity for each candidate. The representative ratios in the joint list will be harmonized in each electoral area and will be chosen by consensus aiming to optimize the coalition's vote.

3. The coalition guarantees for the diaspora at least one seat in each electoral district.

4. The financing of parties and coalition members will follow the principles of transparency, as well as the rules of the legislation in force and the best European practices. 5. The coalition commits not to engage in practices that contradict the principles of free and fair elections, political morality and legal correctness, in the campaign. In order to fulfill these commitments, the members of the coalition will implement the Code of Ethics of the election campaign, which is attached to and is part of this platform.

III. The rule of law – the separation of powers and the justice system

1. The political parties that are members of the coalition and the respective candidates for deputies will promote the rule of law and the rule of law throughout their electoral political activity.

2. Throughout the election campaign, the coalition candidates and the participating political parties will engage in the facilitation and support of the justice and law enforcement bodies, for the prevention, identification and punishment of election crime, with the aim of protecting the free vote of citizens.

3. The political parties participating in the coalition undertake, while maintaining the right and the internal process of identifying candidates, to guarantee in advance the coalition and the public that they will present candidates that meet the highest moral and legal standards. In particular, the legal criteria defined by Law no. 138/2015 "On guaranteeing the integrity of persons who are elected, appointed or exercise public functions" (decriminalization) and Law no. 45/2015 "On the right to information about the former state insurance documents of the People's Socialist Republic of Albania" (cleanliness of the image). For this purpose, they will cooperate and facilitate the state institutions charged with this purpose to fulfill their obligations, before the election campaign.

IV. The coalition does not cooperate with the ruling majority

1. The coalition is in opposition with the ruling majority. All the parties of the coalition are committed to not having any form of political cooperation with the parties of the current majority before, during and after the election campaign. In particular, the coalition members commit that regardless of the election result, individually or as a coalition, none of them will enable the creation of a governing majority by joining the parties currently in government or political entities that are in silent alliance with it.

2. All parties of the coalition are committed to not having any form of cooperation with parties or coalitions before, during and after the election campaign, as long as they have contributed to the adoption of this electoral system by closing the lists whose political representatives are in conflict with the law and for this reason have contributed to the delegitimization of state bodies, especially those of justice, and which are in frozen relations with strategic partners in particular and the international factor in generally.

V. Collegiality in organization and direction

1. In building the coalition, the direction is collegial. None of the participating parties has a primary or secondary role in relation to other parties. The management of the coalition is done collegially by a group created with representatives of all the participating parties.

2. The Prime Minister will be proposed by the party in the coalition that receives the highest number of votes.

VI. Open coalition

The coalition is open to any political party, political movement, political organization or individuals engaged in politics who share the same fundamental values, are in opposition to the government and intend to participate in the 2025 general elections.

VII. Electoral organizational issues

The coalition with collegiality will decide on the observers, the allocation of candidates, the party that takes over the formal leadership of the coalition in the elections, the way of fulfilling the obligations of the leading party (agreement between the parties in the coalition), the person responsible for relations with the CEC, the management of media time, as well as for any other technical issue according to the electoral legislation.
