The debate on the diaspora vote also descended into the plenary session hall. The changes to the Electoral Code that were previously agreed upon, to facilitate voting for Albanians living abroad, have not yet begun to be discussed in committees, but the parties were divided over the right to vote without an identification document issued by the Albanian state, a condition imposed by the opposition.
"Citizenship makes them Albanian, regardless of the document they received in the country they live in," said Berisha.
"No country does it. It can't be done. It's illegal, at the very least they're lying to waste their votes," Balla reacted.
While affirming that this request from the opposition will not be accepted, Balla asked for votes for the changes proposed by the Socialists, saying that among them are requests addressed by the Democratic Party, writes A2 CNN.
"This parliament has an obligation to approve the government's readiness so that we can approve the return mail, come on, vote there and don't condition it with anything. Fear has always characterized you, you are afraid that Celibashi will steal your votes, let's count the votes in the presence of party representatives," said Balla.
Sali Berisha responded in the same way: "If you are not afraid and terrified of the Albanian vote, let Albanians vote with any biometric document they have. The EU has a joint notification letter and one of our documents, you do not know the EU document, do you understand what primitivism you are descending into, or not?"
Contrary to Balla's ultimatum not to make any concessions in the negotiations, the head of the Socialist Party Parliamentary Group, Niko Peleshi, claimed that there may still be paths to reaching an agreement. While Bylykbashi read the constitution to the Socialists.
"We should not kill it before a new agreement is born, in our positive perspective. Voting for those changes, it has been said here is unacceptable, not that we are against the diaspora's vote," said Niko Peleshi.
"Article 19, point 1 of the Constitution provides. Anyone who is born with at least one parent with Albanian citizenship acquires Albanian citizenship. We have the right to citizenship by blood," said Oerd Bylykbashi.
The parties have until February 13 to reach an agreement, at which time the draft law is expected to go to the plenary session for approval. (A2 Televizion)
