"File 184 is in the hands of justice, justice has given its verdict, but one thing is as true as sunlight, that in my jacket and moral conscience, as long as I am in politics and in the world of the living, I will not weigh down people's lives or the blood of Albanians." This is how Minister Ulsi Manja, head of the Democratic parliamentary group, responded to Gazment Bardhi, who described him as an electoral criminal, referring to the Dibra 184 file.

"As for that word you used here; an electoral criminal who can neither read nor write, we are not here to tell you who I am and who you are, but I am part of that generation of law school students from '92-'96 with all 10."

Manja further explained that in 12 years in the parliament hall, he has never insulted anyone, let alone entered anyone's home or family.

"Taken out of context: Don't take Albanians for fools, it has been used dozens of times in this hall, but if it is understood that the democrats who take you for granted are fools, of course Ulsi Manja is not one of those people who has insulted anyone in parliament, and if it has been understood that way outside this hall, I definitely apologize, because I have been in this hall for 12 years and I don't know of a single time that I have insulted a colleague in this hall, let alone entered their home or family's doorstep."
