"IDC-CDI, the largest political organization in the world, with 108 member parties, overthrew, at the General Assembly organized in Ivory Coast in Africa, the electoral farce of May 11 organized in Albania!" This is what Belind Këlliçi said in a Facebook post, while sharing the resolution adopted the day before in Abidjan.
As stated a little while ago by the Democratic Party leader, Sali Berisha, the approval of this resolution came after the presentation of materials by the representatives of the Democratic Party at the conference of this organization; Albana Vokshi and Belind Këlliçi.
In the resolution, IDC-CDI emphasizes that the elections in Albania were accompanied by systematic pressure, intimidation and vote buying; massive misuse of public resources for electoral purposes, government control over the media and political censorship, including the banning of the TikTok platform, as well as manipulation of the electoral process.
The IDC-CDI resolution calls for the urgent formation of a technical government to organize new elections, the implementation of OSCE/ODIHR recommendations, an end to political persecution of opposition leaders, and conditioning Albania's integration into the EU with electoral and democratic reforms.

Union of Centre Democrats and Centre Democratic International (IDC-CDI),
Reaffirming the essential importance of free and fair elections for democratic governance and for Albania's EU accession process,
Recalling the previous resolutions of the EPP, IDU and IDC-CDI that have warned of the democratic regression and misuse of institutions by the ruling Socialist Party (SP),
Alarmed by the findings of international observation missions (OSCE/ODIHR, OSCE PA, PACE, European Parliament) regarding the elections of 11 May 2025,
Express deep concern that these elections were a political farce, that they did not meet international standards and violated the Copenhagen criteria, including:
•Voters' freedom to choose (paragraph 7.7 of Copenhagen):
Voters were subjected to systematic pressure, surveillance, intimidation and massive vote buying. The government distributed bonuses of 100 euros to 760,000 pensioners shortly before the elections; it forgave fines and debts of over 200 million euros from the period 2015–2025 just two days before the elections. Around half a billion euros were spent on tenders, procurements and concessions in violation of the law, all with the aim of securing electoral support. The secret ballot was not respected in many polling stations, and the climate was characterized by fear and pressure, denying citizens the right to free choice.
•Lirinë e shprehjes dhe aksesin në informacion (paragrafi 7.8 i Kopenhagenit):
Kontrolli i partisë në pushtet mbi median, censura editoriale dhe ndalimi me motiv politik i platformës TikTok dëmtuan rëndë mundësinë e votuesve për të pasur qasje në informacion të balancuar dhe të larmishëm.
•Ndarja e partisë nga shteti (paragrafi 5.4):
Partia Socialiste në pushtet i ka fshirë kufijtë midis shtetit dhe partisë, duke përdorur institucionet publike dhe burimet shtetërore për përfitim partiak, në kundërshtim me parimin që "shteti duhet të jetë i ndarë nga partia në pushtet".
•Keqpërdorimi i burimeve publike: Qindra mijëra punonjës të administratës publike u vunë nën presion për të bërë fushatë përmes një “rrjeti patronazhist” të shtrirë në të gjithë vendin, duke minuar konkurrencën demokratike.
•Liria e votuesve për të zgjedhur (paragrafi 7.7): Votuesit u përballën me presion, survejim, frikësim, kërcënime, blerje vote dhe mungesë të sekretit të votës;
•Liria e shprehjes (paragrafi 7.8): Kontrolli i qeverisë mbi median, censura dhe ndalimi i TikTok-ut kufizuan qasjen në informacion të paanshëm.
•Pandëshkueshmëria institucionale: Rreth 200 kallëzime formale për krime zgjedhore pranë Prokurorisë së Posaçme dhe qindra denoncime në KQZ mbetën pa ndonjë reagim apo ndjekje penale.
IDC-CDI dënon manipulimin e procesit zgjedhor përmes:
•Kapjes së shtetit dhe bashkëpunimit kriminal në frikësimin e votuesve dhe manipulimin e rezultateve;
•Përndjekjes gjyqësore ndaj liderëve të opozitës, përfshirë Sali Berishën, Ilir Metën, Fatmir Mediun, Ervin Salianjin dhe Fredi Belerin;
•Pandëshkueshmërinë institucionale, me mbi 30 kallëzime formale për krime zgjedhore pranë Prokurorisë së Posaçme dhe qindra denoncime në KQZ, pa ndonjë ndjekje ligjore.
IDC-CDI u bën thirrje autoriteteve shqiptare që të:
Zbatojnë urgjentisht rekomandimet prioritare të OSBE/ODIHR, përfshirë ato mbi barazinë në fushatë, mediat dhe institucionet e paanshme;
Ndërpresin përndjekjen politike dhe të rikthejnë të drejtat e plota për liderët e opozitës;
Të krijojnë një qeveri teknike (kujdestare) për të mbikëqyrur reformat drejt BE-së dhe për të përgatitur zgjedhje të reja;
Sigurojnë pluralizëm real mediatik dhe akses të barabartë në media për të gjitha forcat politike.
IDC-CDI:
•Shpreh solidaritet të fuqishëm me Partinë Demokratike të Shqipërisë (PD-ASHM) dhe të gjithë aktorët civilë që mbrojnë demokracinë;
•U bën thirrje anëtarëve të CDI-së të dërgojnë një mision për verifikim faktesh dhe vëzhgimi në Shqipëri për të vlerësuar ecurinë e zgjedhjeve, për t’u takuar me aktorët përkatës dhe për të dhënë një vlerësim të pavarur mbi përputhjen me normat demokratike;
•I bën thirrje BE-së që të kushtëzojë përparimin e Shqipërisë në procesin e anëtarësimit me reforma konkrete zgjedhore dhe demokratike;
•Paralajmëron se konsolidimi autoritar dhe ndikimi kriminal në Shqipëri përbëjnë rrezik serioz për demokracinë e brendshme dhe për stabilitetin rajonal.
