The Council of Mandates in the Assembly met to discuss two issues. The first was related to the issue of the mandate of socialist deputy Vullnet Sinaj, which the DP and the SP agreed to put to a vote in the first plenary session. However, the socialists refused to vote on the democrats' proposal that each deputy declare whether he has used applications such as Sky and EnchroChat, which were used for communications between criminal groups.
The Mandates Council reviewed the request of the Democrats to include in the Parliament's regulations a self-declaration by each MP whether they have used the Sky and EnchroChat applications or not. The proposal came from the head of the DP parliamentary group, Gazmend Bardhi, according to whom this self-declaration will bring more transparency and integrity to Parliament: "It is shameful to ask a policeman with a salary of 600 thousand lek, who is a guard, to declare whether he uses Sky ECC, while those who ask him have used Sky ECC. And here we say there are legal implications, transparency. No legal implications, except the will to hide from the public who is that minority that has used this application to communicate with organized crime."
The Socialists argued that the proposal had legal problems regarding its enforceability, so they requested that a working group be established to examine this issue.
Bledi Çuçi said: "This has legal implications because it can be struck down by the Constitutional Court. If we want to do something for integrity, let's do it right, but not play the next game. I don't play the next game."
At the moment of making a decision, the majority refused to take part in the vote, causing Bardhi's proposal to fall due to lack of quorum.
Meanwhile, earlier, the parties had agreed to put the issue of the incompatibility of MP Vullnet Sinaj's mandate, alleged by the opposition, to a vote in the plenary session.
Despite Bardhi's optimism, the Socialists did not declare the position they will take in the session, when they must vote on whether or not to refer the case to the Constitutional Court for trial.
