After more than 14 hours of debate, Parliament approved the Socialists' legal initiative that waives fines for illegal construction in rural areas.

The opposition considered the proposal of the majority to be a bluff, so they demanded that the arrears along with the electricity and water interest be forgiven.

But the understanding lasted only a short time.
