The Democratic Party considers the transfer of Erion Veliaj as a voter in Durrës to be a violation of the law. For this reason, it requests information from the CEC on how the mayor of Tirana became part of the voter list in the district where he is in detention. At the next meeting of the State Election Commissioner, the legal representative of the DP stated that this move is part of an attempt to create lists with fictitious voters in prisons.

The news published on A2 CNN about the transfer of Erion Veliaj as a voter to Durrës prison was followed by the Democrats who requested information from the CEC on this transfer, which they consider to be a violation of the law.

According to the legal representative of the DP in the CEC, Franci Nuri, the mayor of Tirana, cannot be a voter in Durrës, claiming the creation of lists with fictitious voters in prisons: "Not long ago, we had the case of Erion Veliaj published in the media. The decision of the Electoral College clearly states that only people who have a place of residence have the right to vote. There is no 3-month residence in such a place either."

The DP's complaint seems to have been taken into consideration by Celibashi, who indicated who was responsible for compiling the list: "Although this is a responsibility of the heads of local government bodies, mayors, we will remind them of the requirements of the law regarding the compilation of voter lists in this case."

Issues regarding Tirana continued at the CEC with Celibashi's decision to propose to the KAS the fine of the Municipality's General Secretary for failing to report on the meeting of the municipality's staff with the prime minister in Skanderbeg Square, held on February 20, a few days after the arrest of Mayor Veliaj.
