Prime Minister Edi Rama, at an event held at the Port of Durres with representatives of transport businesses, listened to their concerns and the solution to the problems at the port.
"Changes here are necessary and will be made, we are also working with the Ministry to help you. This is an atypical concession, the worst possible one that we have inherited, but which would create high costs for us in arbitration, but we have tried to manage it, put it into use and make it easier for you, reducing it from 45 euros to 22 euros. But, in the end, it remains a completely wrong concession, because the state does the scanning of trucks for its own work, for security, crime, smuggling, but not for you," said the prime minister, writes A2.
"The private sector is paid for this activity, for what the state will manage and this situation will last until 2030. We have started it and we will do it, in cooperation with you, with your contributions as taxpayers, we will operate on a risk-based control basis. For example, out of 100 exits from the port, scanning will be done for 10 of them, at first it is acceptable and then it will be reduced further, with a smaller number of checks, surprise, based on risk. That beyond the staggering cost that the concession has for operators, there is a result in reducing smuggling. I also told the director, this is something to be done because we have nothing to talk about, it must be done and it will be done. An agreement will also be signed for this, so that you have this type of regime. For drivers, this is a problem that is also in European countries, not only here, it is a problem everywhere", Rama added.
The Prime Minister also added that a professional school for drivers will be established, as requested: "As for the school, we can build it with the ministry or the port authority and the Ministry of Economy, not as a typical school, but a professional one, where certain courses are taken, which will be useful for your drivers who will be special, to know all the necessary processes. We just need you to be proactive, to make a concrete proposal for the structure, the people needed, what is required from the state, so that we can take it and see it with the professional education structure in the Ministry of Economy and the relevant structures.
The head of government said that the government's biggest project now is the new port of Durrës: "We will build the new port, which will be ultramodern, with international standards and high levels. There are none like this in Europe, they are mainly built in countries outside of it, the first phase of the selection process has been completed and we have entered the second, to re-select the winner. The process was repeated as a result of strict rules and now the result has been given, we are continuing with the second phase, the announcement of the winner, the conclusion of the contract and the start of construction, where there will be the highest level of technology, there will also be a military component that will be used by NATO. I believe that the best days are all ahead."
