President Donald Trump calls for review of Chinese copper production

China's growing copper reserves have caught the attention of US President Donald Trump, who on Tuesday ordered the launch of an investigation into what US officials say is "China's attempt to control the copper market."

President Trump recently asked his Commerce Secretary, Howard Lutnick, to clarify the issue at the White House. Mr. Lutnick read from what he said would be a social media post: “The tariffs will help strengthen the American copper industry and strengthen our national defense. American industries depend on copper and it must be made in America. There should be no exceptions. America First creates jobs for Americans and protects our national security. It’s time to use our copper.”

Mr. Trump's top trade adviser clarified the administration's concerns before the president signed the order.

"China has long used its vast industrial output, beyond market needs, as an economic weapon to dominate world markets by undercutting competitors. Beijing has caused rival industries to fail through heavy subsidies to its core industries. China has also flooded the international market with products sold at prices below cost of production and then asserted market control after competitors failed," Mr. Peter Navarro told reporters.

The investigation under President Trump's order will focus on whether the import of a product poses a threat to national security. The president has the right to decide whether to accept the recommendations of the report, which must be completed after 270 days.

The Chinese government published a report in February outlining its plan to increase copper reserves by 5 to 10% by 2027.

Chinese government data shows that in 2024 China was the world's largest producer of processed copper and copper-based materials.

Mr. Navarro told reporters that the United States hopes to tap more of the “untapped” potential of American copper.
