Elections of February 9 in Kosovo, Police action plan with 4 phases

The Kosovo Police has drawn up a plan of measures for the security and smooth running of the February 9 election process. In a statement distributed to the media, the police announce that the plan of measures has been prepared in 4 phases, which are; The pre-election or preparatory evaluation period, commitment to providing security during the election campaign, guaranteeing security in the key phase of the election day (Z) and the period after the elections, which provides for the transportation under the escort and security of the KP, of sensitive material up to at the end of the process.

According to the Police, the first phase of pre-election preparation has ended and they are currently in the second phase of commitment to provide security during the election campaign.

The Kosovo Police, in cooperation with the Prosecutor's Office and the CEC, has appointed officials/investigators in all regional directorates to deal with any possible case related to the election process. Police coordinators have also been appointed with the CEC, as well as instructions have been given to police officers regarding their legal duties and responsibilities during the election process.           

The Kosovo Police encourages citizens to cooperate with the Kosovo Police and the competent institutions, to report any illegal cases related to security and the electoral process, or even outside of them.

Full announcement of the Kosovo Police

The Kosovo Police, based on the positive laws of the country and authorizations as the key agency for public security in the entire territory of the country, has drawn up the operational police order in time and has made all its police planning related to the "Elections for the Assembly of the Republic of Kosovo ”, which will be held on February 9, 2025.

 In order to provide security and the smooth running of the election process, it is planned to engage a sufficient number of police officers, mainly of public order, but according to need, police officers of different profiles, belonging to different units within the National Police may also be engaged. Kosovo.

 This operational plan foresees four phases:

 1) Pre-election or preparatory evaluation period,

2) Commitment to providing security during the election campaign,

3) Guaranteeing security in the key phase of the election day (Z),

4) The period after the elections, which foresees the transport under the escort and security of the KP, of the sensitive material until the end of the process.

The first phase has already been completed, while we are now at the beginning of the implementation of the second phase, to continue according to the plan with the other phases, until the end of the election process.

According to police planning, the purpose of this operational order for this election process is:

* Creating a calm and safe climate for all citizens of the Republic of Kosovo as well as maintaining order, peace and public safety in the country before, during and after the election process.

* Provision of voting centers, municipal election councils, municipal warehouses, results counting center and central warehouses.

* Safe conveyance and securing of all sensitive electoral material from all destinations foreseen according to the security plan until the end of the police operation related to the electoral process.

* Initiating and proceeding with any criminal offense against the right to vote and undertaking all procedural/criminal measures against anyone who contravenes the positive laws of the country that regulate/sanction illegal actions against free and democratic elections in coordination and cooperation of closely with the State Prosecutor's Office according to action plans and preliminary agreements based on the law.

The Kosovo Police, based on the memorandum of cooperation between the Police, the Prosecutor's Office and the CEC, has appointed officials/investigators in all regional directorates to deal with any possible case related to the election process, under the authorizations of the prosecutors appointed for this case from the State Prosecutor's Office. Police coordinators have also been appointed with the CEC, as well as instructions have been given to police officers regarding their legal duties and responsibilities during the election process.           

 The Kosovo Police remains committed to fulfilling its legal duties and responsibilities in a professional manner towards the citizens and the country, as well as being transparent about its police work and commitments.
