Denigrating the Kosovo Liberation Army's war, changing the facts about massacres committed by Serbian forces, and inciting an inter-ethnic conflict were some of the missions of two espionage suspects Bedri Shabani and Muharrem Qerimi described in the indictment filed by the Special Prosecution.

In the indictment file obtained by A2 CNN, Shabani and Qerimi are accused of collaborating with the Serbian Intelligence and Security Agency, known as BIA.

In Shabani's case, the indictment says he received and sent information about the Kosovo Liberation Army, including its superiors, as well as about specific events and objects such as the KLA Military Hospital, writes A2 CNN.

"The accused Bedri Shabani is suspected of having, through telephone communications, e-mails, but also physical meetings held in the territory of Serbia, reported or provided information to the senior Serbian BIA official with the initials SR, but also to the colonel with the initials BJ, who served as commander of the Serbian police during the war in Kosovo and led the police-military operation for one of the most serious massacres that occurred 26 years ago."

Shabani is accused of endangering and seriously damaging the constitutional legal order and security of Kosovo.

“The defendant assisted the BIA in creating a false narrative in order to link the KLA Military Hospital [redacted] with the so-called [redacted] in [redacted], allegedly involving organ trafficking, and to cast doubt on the truth of the [redacted] massacre by requesting the BIA official and the BJ to undertake operational actions that would cause a widespread inter-ethnic conflict in the territory of the Republic of Kosovo,” the Prosecution’s charge against Bedri Shabani.

Inciting inter-ethnic tensions and any possible act are seen as very harmful to the state of Kosovo.

"During these terrorist acts, they present the citizens of the Republic of Kosovo as unfriendly in relation to local Serbs and, on the other hand, present the state of Kosovo as powerless and dysfunctional and lawless, trying to show that there is no security within the territory of Kosovo," says
security expert Avni Islami.

On the other hand, the second suspect Muharrem Qerimi is believed to have not collaborated with Shabani despite the objectives being almost the same.

"From 2012 until his arrest on June 5, 2024, the accused Muharrem Qerimi is suspected of having assisted the Serbian BIA in the form of collecting and sending information, documents and other materials about the war and KLA members for the names of superiors of the Kosovo Police, the Kosovo Police Inspectorate, as well as the names of witnesses in one of the most important judicial cases in Kosovo."

The charge against Qerim also mentions the danger posed to Kosovo by his activity in providing information. In addition to espionage, Qerim is also charged with illegal possession of a weapon that was found in his home.

Security experts say the Serbian BIA may have others recruited in Kosovo who could be discovered in this case.

"During the recordings and conversations that I have heard, it is impossible for an individual to act, so I believe that during the interrogation and now that we have an indictment against these two people, I expect that a network of suspected persons who collaborated with them will be caught from these two people," said Avni Islami, a security expert.

The capture of these two individuals, whom the prosecution claims to have sufficient evidence to convict, was also seen as another victory for the Kosovo Intelligence Agency against the Serbian BIA, which continuously seeks to increase tensions in Kosovo. (A2 Televizion)
