After a nearly two-week marathon, vote counting in Kosovo ends

The Central Election Commission in Kosovo has announced that this Friday evening the process of counting the votes of candidates for deputies and verifying the votes of political entities for 2,533 polling stations, where citizens expressed their will on February 9, has been completed.

In the 38 Municipal Counting Centers, the Central Election Commission has provided full transparency of the counting process by presenting on screens the work of each counting team, including the appearance of ballots completed at polling stations by voters and the creation of digital forms.

"In the Municipal Counting Centers, in addition to the process of counting the votes of candidates for deputies, the verification of the votes of political entities was also carried out from the forms that were filled out at the polling stations after the counting of the votes for political entities," the announcement states, among other things.

1.What happens after the count is completed at the Municipal Counting Centers?

After the count is completed at the 38 Municipal Counting Centers, the election materials from the polling stations, which include the voter list signed by the citizens who voted, are sent to the Counting and Results Center.

One of the tasks carried out at this center is the scanning of the voter list signed at 2,533 regular polling stations on election day. 

Scanning the voter list of regular polling stations is necessary before we begin counting votes from conditional polling stations, because it helps us ensure that no one has voted twice, at the regular polling station and at the conditional polling station.

Once these processes are completed, the counting of conditional votes, votes from persons with special needs, and votes from voting outside Kosovo can begin.

2. What activities are currently being carried out by the CEC?

Currently, the CEC is evaluating ballot packages from voting outside Kosovo, respectively from voting by mail.

From February 9, when the evaluation or verification of packages with ballots from voting outside Kosovo began, until February 20, 48,018 packages were subjected to this process, of which 45,004 were approved, while 3,014 were rejected. The reason why these shipments were rejected is that they were sent by persons who were canceled during the registration as voters outside Kosovo; they are missing the registration receipt; they were sent more than once; they sent more than one ballot; etc.

An additional 20,938 ballot packages will undergo the evaluation process.

According to the procedures, ballot packages are subject to an evaluation process, which includes verifying whether they belong to registered voters and whether other prescribed procedures have been followed.

Overall, during the registration period, out of 104,924 citizens registered to vote outside Kosovo, 84,600 were registered to vote by mail and another 20,324 were registered to vote physically at diplomatic missions.

Out of 20,324 voters, 15,352 voted at diplomatic missions, while in postal voting, the CEC received around 69,000 packages of ballots.

3. What is the number of conditional votes and votes from people with special needs?

The number of envelopes with ballots from conditional polling stations is 12,801, which will also be subject to verification, which includes comparison with the list of voters signed at regular polling stations. Meanwhile, the number of votes from persons with special needs is: 2,597 votes.

4. When will the CEC start counting conditional votes and diaspora votes?

After completing all procedures, such as: scanning the list of voters signed at regular polling stations for the purpose of comparison with voters from conditional polling stations; evaluation of packages with ballots from voting outside Kosovo, the CEC will begin counting conditional votes, votes of persons with special needs and votes from voting outside Kosovo. This will be done during the next week at the Counting and Results Center and of course the media and observers will be notified in time. (A2 Televizion)
