"Among the cases that are being investigated by the prosecution for possible vote manipulation are two cases known as the "Bulgarian train" method, one in Shtime and one in Gjakova."
The Democratic Party and the Democratic League of Kosovo have accused the Vetevendosje Movement of organizing these vote-stealing methods in Peja and Vushtrri as well. While the Prosecutor's Office in Gjakova and Ferizaj has confirmed to A2 CNN that they are investigating possible cases using this method without providing details at this stage of the investigation, the Prosecutor's Office in Peja has not confirmed whether there is any open case, while the Mitrovica Prosecutor's Office has said that it is not conducting investigations into any cases involving the "Bulgarian train" in Vushtrri.
Lawyer Arbër Jashari said: "If it is proven that there really was something like this in the polling stations in the polling stations, then the integrity of the voting in those centers could be violated and it could be the basis for repeating the voting procedure."
The “Bulgarian train” means that a voter takes a blank ballot and inserts it into the ballot box instead of the original ballot. Then, the original ballot is taken out of the polling station and given to a person at the head of this organization, who fills it out and passes it on to the next voter.
Then, the latter places the ballot given from outside in the ballot box and takes the original, untouched one out again and gives it to the same person and so on. However, for those familiar with the process, finding a few unstamped ballots is not enough to prove a "Bulgarian train"; the chain of people who could potentially have applied for it must be found.
"If the prosecution manages to collect evidence that proves that someone outside the polling centers stood and manipulated, filled out those ballots, while at the same time paying the people who took the ballots outside, then I think that is a basis to suspect that there was vote manipulation through the so-called Bulgarian train," said Jashari.
In addition to the "Bulgarian train" cases, two more cases of "violation of the secrecy of the vote" are being investigated in Gjilan. There are also suspicions of the same act in a case in Vushtrri. Meanwhile, the cases in South Mitrovica and Zubin Potok, where five people were arrested, occurred the day before the elections. (A2 Televizion)
