Unfortunately, the case of violence against the 3-year-old by the educator had to happen, to discover that in Albania, there are still nurseries and kindergartens that operate in violation of the law. During the checks made on the last day by the police, it was found that out of 201 kindergartens monitored, 81 of them were found to be in violation of the law.
More specifically, 63 nurseries and kindergartens were found to be open without the relevant license or with irregular documentation. Investigations have been launched against them for the criminal offenses "Exercising an illegal or unregistered commercial activity in the tax authorities", "Illegal employment", "Fraud", "Concealment of income", "Abuse of duty", "Non-payment of taxes and duties" and "Cleaning of the proceeds of a criminal offense or criminal activity".
While 18 of them carried out the activity in violation of the law, verifications were carried out in cooperation with the Ministry of Education and Sports and the tax authorities.
Most of the nurseries and kindergartens that were found in violation of the law are in Tirana and Durrës, followed by Lezha, Shkodra, Fieri, Vlora and Gjirokastra.
Based on these violations, a day ago the Ministry of Education announced that it will undertake a deep reform in preschool education, which includes changing the law, or even a detailed filter for the qualification of educators.

-Tirana District- For the entities found to be illegal, the procedural materials have been referred to the Prosecutor's Office at the Court of First Instance of the General Jurisdiction of Tirana, for the owners/administrators of these entities, citizens:

-Durrës County- For the subjects found illegal, the procedural materials were referred to the Prosecutor's Office at the Court of First Instance of the Durrës General Jurisdiction, for the owners of the subjects, citizens: DJ, 55 years old, ZD, 59 years old, MC, 31 years old , KD, 29 years old, AK, 52 years old, AR, 52 years old, EM, 39 years old, E. Sh., 33 years old, NG, 59 years old, ES, 49 years old and LK, 39 years old, all residents of Durrës.
-Lezhë District- For the entities found to be illegal, the procedural materials were referred to the Prosecution at the Court of First Instance of the General Jurisdiction Lezhë, for the administrators of the entities, citizens: E. Sh., 55 years old, PK, 65 years old, D Ll., 29 years old and FT, 70 years old, all residents of Lezha.
-Shkodër District- For the entities found to be illegal, the procedural materials were referred to the Prosecution at the Court of First Instance of the Shkodër General Jurisdiction, for the administrators of the entities, citizens EB, 25 years old, DB, 40 years old, BM, 26 years old and EA, 35 years old, all residents of Shkodër.
-Fier District- For the subjects found to be illegal, the procedural materials were referred to the Prosecution at the Court of First Instance of the Fier General Jurisdiction, for the administrators of these subjects, citizens EK, 47 years old, resident in Fier and BM, 43 years old, living in Lushnja.
-Vlora County- For the subject found illegal, the procedural materials were referred to the Prosecution at the Court of First Instance of the General Jurisdiction Vlora, for the owner of the subject, citizen ET, 44 years old, resident in Vlora.
-Gjirokastër District- For the subject found in illegality, the procedural materials were referred to the Prosecution at the Court of First Instance of the General Jurisdiction Gjirokastër, for the administrator of the subject, citizen FS, 52 years old, resident in Gjirokastër.
- In other counties, checks were carried out in dozens of nurseries and kindergartens, where the verifications showed that the activity was carried out according to legal regulations, with regular documentation. (A2 Televizion)
