Starting from February 1, the new electricity price will come into effect, where all subscribers who consume up to 700kWh will pay 8.5 lek per kilowatt, while those who consume over 700kWh will pay all consumption at the current unchanged price, 9.5 lek per kilowatt.
For a fair and accurate process for all household subscribers affected by this decision, energy meter readers have a key role in reading meters on time and accurately.
In this context, the Deputy Prime Minister, Minister of Infrastructure and Energy, Belinda Balluku, together with the Administrator of OSHEE, Enea Karakaçi, and that of OSSH, Blendian Dalipi, in a meeting with employees of the Distribution System Operator, in the role of energy meter readers, presented the measures taken and the tasks arising from the new electricity billing scheme.
For the highest possible performance, the Electricity Distribution Operator has opened applications for filling 120 vacant positions for the position of energy meter readers. Currently, there are 870 employees at OSHEE with the task of meter readers and by filling the vacancies, a more complete and rapid coverage of the entire territory will be guaranteed.
"Since we have established a billing system with consumption categories and not bands as we were used to saying, precision will be required in terms of measurement. It must be a 30-day measurement, there must be no delays, because if you measure for longer than 30 days, the subscriber could exceed the consumption of 700 kilowatts and thus lose the 10.5% price reduction. For this reason, a series of measures will be taken that have already begun. Increasing your queues (readers), which is necessary until the final solution of smart meters, but also other administrative and technical measures," said Balluku.
The Minister of Infrastructure and Energy said that thanks to good performance, there has been a significant reduction in the number of complaints, while the increase in the number of meter readers in the field will guarantee better and faster coverage of the territory.
"All measures have been taken. The readers, the corps, of 870 readers in the territory of Albania will increase and will reach about 1 thousand. With the new numbers that we will have, it will carry out this task with precision, as it is also the result of your work. The achievements that OSHEE has today that have led us to reduce this price, by 10.5% per kilowatt/hour, are undoubtedly part of your commitment, of your ethics, because this 30% reduction in complaints shows that you have done your job with more precision during 2024. I expect you to do it even better in 2025," Balluku underlined.
For the OSHEE administrator, reading is one of the main processes to have a fair billing, according to the new electricity price, explaining that applications for new readers are open from today. "The reading element is an important element and we are taking measures to digitalize it. We have a very good cooperation with the Ministry of Infrastructure and Energy and the French Development Agency for the installation of smart meters in transformer cabins", said Enea Karakaçi.
The Administrator of the Public Utilities System, Blendian Dalipi, provided details on the process currently being followed where measures have been taken to increase monitoring and reduce citizens' complaints regarding the reading of their meters. "All readers must be present and no readings must be made fictitiously. This will be made possible through a verification, which has been added to the PDA device that will identify the location of the reader at the moment he takes the reading", said Dalipi.
