Building administration problem! EBRD: Over 40% of Albanians live in housing built during communism

Despite the fact that the construction boom in recent years in Albania is high, still a large part of the families live in the apartments built during the communist period. In the Transition report, the European Bank for Reconstruction and Development states that 40% of them continue to stay in the housing of the years 1953-1989.

Regardless of the conditions that such a building has, the citizens who live in it list the value it carries.

 "As buildings, they are good, but we need an elevator. I live in an old palace from before.”

"The good thing is that for these buildings to become new, it affects the development of the territory."

"I live in such an apartment, if new projects are made, I would allow it to move to a new building", the citizens say.

Property market experts say that it is the location that compels a person to stay in such a building regardless of its maintenance costs. But even for these buildings there will be future projects according to them.

 "From the information we have, some of the existing facilities located in the top locations will be developed new projects. Their reconstruction with a special permit makes it more valuable and valuable for the time", says Erion Alimema, real estate expert.

In the EBRD report, on the other hand, it is emphasized that Albania is one of the countries with the most new buildings in Southeast Europe. Referring to the latest Instat data, almost 1,300 construction permits have been approved since the beginning of the year. But the problem remains the system of central management of buildings, leaving room for informality.

"Part of the administration of the buildings is a big wound in Tirana because the Albanians have a problem with the community's livelihood for the maintenance of the common space, the stairs, the flower garden, etc.," he said.
