The Special Court of Appeal for Corruption and Organized Crime has upheld the decision of the Special Court of First Instance for Aleksandër Laho, known as "Rrumi i Shijakut", finding him guilty of active corruption against public officials.
Laho was sentenced to 3 years in prison, but received a 1/3 reduction for summary judgment, ultimately being sentenced to 2 years in prison. The procedural costs were charged to the defendant.
According to SPAK's investigations, Laho gave the State Attorney's official, Irgen Kërçuku, previously sentenced to 2 years in prison for corruption, the amount of 600 thousand lek and promised him 300 thousand lek more, in order not to file a complaint about a property issue. The amount of money, according to SPAK, was given in the form of a bribe and so that no complaint would be filed in the Court of Appeal regarding a matter related to the alienation of 45 thousand square meters of public land in Lalzi Bay.
Aleksandër Laho is a well-known name in Albanian justice. He was injured in 2019, in the assassination attempt on Durrës prosecutor Arjan Ndoja, with whom he was in the same car, where the driver Andi Maloku died.
At that time, his phone was seized, which resulted in a video of him communicating with a state attorney's office official about the corruption case.
Aleksandër Laho continues to be wanted by Albanian authorities, while his lawyer has claimed that he is in serious health condition because after the assassination attempt in 2019 he did not receive proper medical intervention and was left injured by bullets, mutilating one of his legs.
Announcement of the Special Court of Appeal
The Special Court of Appeal for Corruption and Organized Crime, with a panel composed of judges Saida Dollani (presiding), Dhimitër Lara (member) and Engert Pëllumbi (member), on 23.07.2025, announced the decision regarding the case registered with no. 43 act, date 28.05.2025 registration, on the appeal filed by the Special Prosecutor's Office against Corruption and Organized Crime and the appeal filed by the defendant AL, against decision no. 12, date 06.02.2025 of the Special Court of First Instance for Corruption and Organized Crime, and decided:
- Enforcing decision no. 12, dated 06.02.2025 of the Special Court of First Instance for Corruption and Organized Crime with this amendment:
- The guilty plea of the defendant AL for the criminal offense of "Active corruption of persons exercising public functions", committed in collaboration, provided for by articles 244 and 50, letter gj) of the Criminal Code and his sentence to 3 (three) years of imprisonment.
- Based on Article 406, paragraph 1 of the Code of Criminal Procedure, the defendant AL's sentence is reduced by 1/3, being finally sentenced to 2 (two) years of imprisonment.
- procedural costs, even in the appeal trial, are borne by the defendant.
