Former IT director at the State Police charged with copying data from TIMS

Ervin Muça, the former IT director of the State Police, is being held as a defendant by the Tirana Prosecutor's Office. He is accused of unauthorized interference in computer systems, a case related to the copying of data in the TIMS system, a system that records the entry and exit of citizens from the country's borders. Since April 9 last year, Muça has been under house arrest, writes A2 CNN.

According to the prosecution, Muça is accused of ordering employees to open USB ports, while the actions were carried out by him until late at night and unauthorized persons, not part of the staff, entered the building to assist in the back up process. This person, the prosecution says, often entered with the personal pin of another employee who was not present.

The connection between the seized hard disk device and the identified computer connected to the servers is clearly proven, a connection made to enable the performance of a manual back up process, by exporting data to the hard disk. A process that does not have to be performed since the system itself automatically makes two back-ups, moreover, traces of the back up process are evidenced on the seized hard disk device. As above, unauthorized computer access has been achieved. After opening the USB ports, the back up process has started, continued, but has not been fully completed.

The case against him has been separated by the Prosecution because the investigation deadlines have expired, while the prosecution is investigating other persons on charges of abuse of office.

The intervention in the TIMS system was widely commented on in the summer of 2023. The first to react was the American Embassy, ​​where in August of that year, during a meeting that Chargé d'Affaires McDowell had with the then Minister Taulant Balla, he requested an in-depth investigation into the intervention that had been made in the TIMS system.

But this request of the American diplomat was not well received by the head of government. A week later, Edi Rama assured that there was no data leak in the Tims system, seeing the reaction of the United States of America that demanded a quick investigation into the case as inappropriate. A few days after these statements, the Torana Prosecutor's Office also began investigations. While in its reaction, the opposition described it as an intervention in Tims, made for criminal purposes.
