The President of the Constitutional Court, Holta Zaçaj, during the roundtable organized to present the changes to the New Criminal Code, emphasized that the Criminal Code should not be seen simply as a list of prohibitions, but as the moral grammar of the state and a reflection of our national conscience.

"There is no more savage tyranny than that which is exercised under the shield of law and in the name of justice," -quoting Montesquieu, the head of the Constitutional Court gave a direct message on the need for caution in criminal legislation.

She emphasized that the Constitution is the boundary and foundation on which every criminal norm should be built, while constitutional rights, freedoms and guarantees are the canvas on which these norms are written. “The criminal norms themselves are an indicator of the level of citizenship of a nation,” declared the President of the Constitutional Court, writes A2 CNN.

At this roundtable, attended by the highest heads of state institutions, heads of justice bodies, ambassadors and representatives of international organizations, Zaçaj underlined the role of the Constitutional Court, emphasizing that this Court does not govern nor draft laws. “Its duty is to preserve the Constitution and ensure that every law is measured by the highest standard of justice.”
