The draft of the new criminal code was presented today, which is expected to be submitted for public discussion in the coming days.
During his speech at the presentation, Professor Arben Rakipi said that a clause of this draft is the early release on parole for those sentenced to life imprisonment.
This is because, according to the professor, people change during their time in prison, adding that this also applies to other Western countries, writes A2 CNN.
"I want to focus on parole. We have had several obstacles in the law related to the application of parole, in relation to life imprisonment. The long discussion ended with the proposal that yes, we can apply parole, for life imprisonment. You have to believe me, it is a very bold proposal. The debate has been strong. Many things are complicated here, victims, the re-education process, social peace, the level of crime in the country.
Based on the belief, which I personally have, that people change, people improve from the conditions in which they are placed and if the work with them is effective. This is not a slogan said because of my training, but it is a daily experience that happens everywhere. That is why we proposed this solution. What fate will this solution have...", said Rakipi among others. (A2 Televizion)
