The suspected perpetrator of the shooting in Elvis Kosova's car garage on July 24 in Tirana, known by the nickname "Visi i garave", has been identified and declared wanted.
The suspect is 36-year-old Klodian Steli from Fushë-Kruja. He was identified from the license plate of the car used in the incident.
As it appears from the security cameras, Klodian Steli had parked the vehicle not far from Peti Street, in the Artificial Lake area, which he used to leave after the incident.
After placing the explosives, he changes his shirt to avoid identification by the police.
The vehicle he used was found and seized by the police. The 36-year-old is suspected of having left the country and had rented this particular car.
Investigators suspect that the shooting was ordered by other people, as it does not appear that Klodian Steli had any conflicts with Kosovo. The motive is suspected to be a recent quarrel that Kosovo had with other people, a quarrel in which weapons were used.
The explosion damaged 4 vehicles, but there were no injuries. In front of the police officers, Kosova stated that there were no conflicts. He is a well-known name to the police. In August 2024, he was arrested on charges of theft, but after a few days, he was released. It was an Audi R8 vehicle that had been rented in Germany by a Turkish citizen, who gave it to the 39-year-old. After a few days, the latter reported it stolen to the Tirana police.
