Over 2,000 drivers across the country either don't remember or knowingly ignore the law. Fines against them for violating traffic rules continue, and they don't stop. The most common offense that drivers repeated in 2024 is using a mobile phone while driving.
Of the over 41 thousand fines imposed in total in 2024 for this violation, 1 thousand 301 were repeat offenders. With the new amendments to the Road Code, administrative measures for this category of offenders are fines from 5 thousand to 15 thousand lek as well as a three-month license suspension, when within a year a driver is found by the police three times using a mobile phone while driving.
Second in line are those drivers who do not use seat belts. Out of the 61 thousand fines in total for 2024, 700 were repeat offenders. The fine for this category of offenders ranges from 1 thousand to 3 thousand lek.
Repeat offenders, fined twice or even more, are also drivers who drive faster than the speed limit on the road and who in many cases have been the main source of accidents. Last year, a total of about 300 thousand drivers were fined for speeding, who also led the highest number of fines. Described as "road drivers", 317 of them were repeat offenders, not being aware despite the measures taken earlier. For this category, considered the most "dangerous", the fine varies from 1 thousand to 20 thousand lek depending on the speed at which a driver drives inside or outside residential areas. As a punitive measure, they have their license suspended for up to 6 months, but beyond this, they are also penalized with a reduction of points until they return to driving school.
