SPAK asked the Special Court to sentence the former Secretary General of the Ministry of Environment, Alqi Bllako, also a former Socialist Party MP, to 5 years in prison.
According to the Special Structure, Bllako should be found guilty of the criminal offense of "passive corruption of high-ranking state officials and local elected officials" in two cases, during the conclusion of the concession contract for the Tirana incinerator.
In addition to the prison sentence, from which one third of the summary judgment is reduced, SPAK requested that he be disqualified from exercising public functions for a period of 5 years. In the claim read by special prosecutor Dritan Prendi, it was alleged that Bllako requested and received in the form of bribes an amount of 7.5 million lek and another of 120 thousand euros, in exchange for favors that he gave to the de facto owners of the company "Integrated Energy BV SPV", which was supposed to build the Tirana incinerator, Mirel Mërtiri and Klodian Zoto.
From the position of Secretary General, Bllako mediated for the appointment of Vladimir Bezhani as an external advisor to the Ministry of Environment. Bezhani subsequently made available to Zoto and Mërtir the ministry's documentation and he drafted the unsolicited proposal for the concession contract.
According to SPAK, Bezhani was fictitiously employed by a company owned by Klodian Zoto, securing a value of 7.5 million lek. According to SPAK, Bllako indirectly benefited from the sum of 120 thousand euros from Zoto and Mërtiri as payment for the purchase of a machine for the former MP's father's beverage factory in Ersekë.
Alqi Bllako, who was tried separately from the other defendants for the Tirana incinerator, has been sentenced by a final decision by the Special Appeal for abuse of office for the Elbasan incinerator, to 2 years and eight months in prison.
He received the same sentence for the Fier incinerator, but the case has been returned for a retrial in the first instance. (A2 Televizion)
