May 11th elections, State Police with a plan of measures to guarantee order and

The State Police has published the plan of measures it has taken to guarantee public order and security during the electoral process, as well as to prevent, identify and crack down on electoral crimes.

In order to guarantee public order and security during the electoral process, as well as to prevent, identify and crack down on electoral crimes, in implementation of the obligations arising from the law "On the State Police", the Electoral Code, the decisions and instructions issued by the Central Election Commission, the State Police drafted a detailed plan of measures.

The plan of measures consisted of several phases, specifically the training of Police officers for the tasks they would perform during this process and will perform until its conclusion, cooperation with the CEC for the Police obligations arising from the Electoral Code, cooperation with the Prosecutor's Offices of General Jurisdiction and with SPAK, cooperation with other law enforcement agencies, as well as the coverage of all electoral activities and electoral facilities with police services.

In cooperation with the OSCE, the CEC and the General Prosecutor's Office, 6,838 uniformed police officers were trained, as well as 813 Crime Investigation specialists, who were engaged in the investigation of electoral crimes.

During the electoral campaign, a maximum of 6,500 police officers were deployed from the State Police structures to ensure the smooth running of electoral activities held in open and closed environments.

The special investigative structures of the State Police, established to investigate electoral crimes, as a result of the evaluation and analysis of any information, evidence, report or declaration of any citizen, representative of electoral subjects or candidate, with the aim of clarifying the circumstances, securing evidence and bringing the perpetrators to justice, have referred 37 cases of electoral crimes to the Prosecutor's Offices of General Jurisdiction and SPAK.

On the last day of the electoral campaign, the State Police has taken all measures to guarantee order and security in the closing activities of political entities.

The State Police has already taken custody of the election facilities that serve as CEAZs, from the moment the election materials have arrived, and also provides service the moment the CEAZ commission leaves the facility.

There are 93 election facilities throughout the country where CEAZ commissions are located and 5,225 facilities that will serve as Voting Centers on voting day, these facilities will be taken into custody by the Police on Saturday.

The list of 5,316 police officers and police vehicles that will be engaged in guarding election facilities and escorting materials has been sent to the CEC and approved.

Police services that are scheduled to guard the facilities that will serve as voting centers will be instructed on Saturday morning and will then be distributed to the centers where they are scheduled to serve.

On Sunday, which is the final day, with the handover in the morning of the facilities that serve as voting centers, Police officers will withdraw to the designated collection points and will return to escort the election materials to the CEAZs at 7:00 PM.

During voting day, in the event that polling center commissions, coordinators, CEAZs or the CEC request police intervention, in accordance with the Electoral Code, the Police have established contact points with the commissions and will act in a timely manner, in accordance with legal provisions.

On 11.05.2025, at 18:00, the Police services will take custody of all BCC facilities where the vote counting will take place and the service will continue until the end of the entire process.

All measures have been taken to ensure that every police station and directorate has teams ready to operate in the field, if necessary. All these employees are trained and approved by the CEC and will be equipped with identification tools and police vests.

The State Police is very determined and committed to ensuring the smooth running of the electoral process until the end, and just as it guaranteed order and security throughout the electoral campaign, it will also successfully fulfill its major obligation, that during voting day every citizen of the Republic of Albania can peacefully and safely exercise the constitutional right to vote.

We appeal to citizens to report any case that violates their right to vote or that aims to alienate their vote, as well as all political entities, to correctly implement legal obligations and cooperate with the State Police, in any case of violation of the law.

Meanwhile, the State Police has taken all measures to maintain full control of the entire territory of the country, customs points and controls at the green and blue borders, with the sole purpose of upholding the rule of law.

Also, the State Police, within the framework of the measures taken to guarantee the smooth running of the international activity "Giro d'Italia", requests the understanding of all road users to correctly implement the movement restrictions on the roads made public and to follow the instructions of State and Municipal Police officers, regarding the problems and needs they may have for circulation.
