Aggressive political language, the Ombudsman conveys the Code of Conduct to

The Ombudsman Institution has forwarded the Code of Conduct to the main Albanian political parties during election campaigns.

Through a statement, the Ombudsman Institution states that this movement aims to promote a civilized political debate, free from hate speech, division or discrimination.

The Ombudsman also writes that the Code of Conduct is a moral agreement that requires compliance with the highest standards of public communication by all parties, regardless of whether or not they are formal signatories to it.

Announcement of the Ombudsman institution:

On the eve of the parliamentary elections of May 11, 2025, the Ombudsman has forwarded to the main Albanian political parties the Code of Conduct during election campaigns, with the aim of promoting a civilized political debate, free from hate speech, division or discrimination.

The Ombudsman was one of the initiating institutions of this code, in cooperation with the State Election Commissioner, as part of the commitments of public institutions to protect human rights and to guarantee a fair and inclusive electoral process. Its drafting is the fruit of a process launched in 2021 within the framework of the Alliance Against Hate Speech, with the support of institutional and political actors.

The Code of Conduct is a moral agreement that requires the highest standards of public communication to be observed by all parties, regardless of whether they are formal signatories to it or not. It is based on the Constitution of the Republic of Albania, the Electoral Code and Recommendation No. 15 of ECRI (European Commission against Racism and Intolerance), which Albania has accepted as an international commitment.

The Ombudsman emphasizes that, in this context, the implementation of the Code is a moral and institutional obligation, and the conduct during the campaign will also be the subject of monitoring by ECRI (European Commission against Racism and Intolerance) during the visit announced in June 2025.

The following is recommended:

 • Implementation of the commitments provided for in the Code;

 • Distancing from any act or language that contradicts the spirit of the document;

 • Using language that is dignified, inclusive, and respectful of all. (A2 Televizion)
