This Thursday's session also started with a clash between the opposition and the majority. The chairman of the parliamentary group of the Democratic Party, Gazment Bardhi, asked Spiropali to start the session with the interpellation of Prime Minister Rama on the "Becchetti" case.
The President of the Assembly voted on this request, which was rejected.
"On December 2 of this year, in accordance with the articles of the constitution, I requested an interpellation with the prime minister regarding the information made public that 130 million euros of Albanian citizens have been blocked due to the execution of the arbitration decision against Agon television. You said that the prime minister could not be present, but he would be at the next session. In this sense, you, Madam President, had the obligation to set the interpellation with the Prime Minister as the first item on the agenda today.
The Prime Minister cannot impose conditions on when he appears and when he does not appear in the assembly according to the obligation he has under the Constitution of the Republic. While the condition he decided does not depend on the Assembly, whether or not his brother Olsi Rama is involved in the "Xibraka" case and his request to close the investigations by SPAK, is not a request for the Assembly, it could be blackmail against Prosecution, but not a constitutional condition for the Assembly.
Call Rama to come here and account for that information that has come out in the media. We also have all the relevant documentation. He had said there that there is no letter from the Albanian state. Absolutely! When there is no voluntary execution but mandatory execution, there is no letter from the Albanian state, but a decision from the Belgian court. Interrupt the session, force him not to hide, to come and give an account as required by the Constitution", said Bardhi.
"The Prime Minister does not clarify the slander", Balla: Refusal of interpellations, when they are not in form
There was a debate in the assembly regarding the opposition's request for an interpellation with Prime Minister Rama on the Becchetti case.
In the absence of the head of the government, Minister Balla said that the Prime Minister has no obligation to clarify the slander, as the Becchetti case is still being examined in the courts.
"It is impossible for the Prime Minister to leave his commitments to respond to this request for interpellation. He cannot account for a propagandized libel. I call it slander that the Albanian state has paid 130 million euros to a person who is facing trials in other European countries. Here we are asked to have the prime minister come and clarify a slander.
You can find it in the regulations where the obligation to clarify a defamation is. All ministers are ready to come and give an account only when your request is substantiated with facts. This Assembly, with the constitution and the regulation that followed it, has the ability to reject interpellations, when they are not in form", said Balla. (A2 Televizion)
