Public institutions will enter into partnership agreements with builders, just as the latter will do with private owners, A2 CNN reports. This is the new initiative presented on Thursday morning in the Prime Minister's building.
The program is called "New Bridges for Albania 2030" and according to what Rama said, it is based on the best European practices and in cooperation with sister institutions in Europe of the Albanian Investment Corporation.
Adelina Greca, director of the National Territorial Planning Agency, revealed that the first two properties that will be developed are the former Delegation Park, located near the "Selman Stërmasi" stadium, and the former building of the Albanian Telegraphic Agency, where it is located today Ministry of Environment.
"Obviously, these projects will be decided through open tenders that aim, on the one hand, to make available to the state new spaces, with European standards, for the activity of public administration, and on the other hand, to give opportunities to entrepreneurship to do business by entering into a relationship with the state, like the relationship it carries out daily in the field of construction with private owners", said Rama in his speech.
"It will put us in the club of countries that have consolidated these practices for many years. But on the other hand, as a result, the state will not be deprived of participation in the development of the platform, thus losing the opportunity to receive the benefits, but will be an actor in cooperation with other market actors".
During the presentation, the start of the competition for the reconstruction of the "Selman Stërmasi" stadium was also announced, A2 CNN reports. The pre-qualification phase ends on January 24, while the qualification phase lasts 60 days. The evaluation of the projects will be done by an international jury. 5 prizes will be awarded for the best design idea. 3 winners will go to the final stage of the auction and there will be 1 winner of the contract. Through this project, it will be possible to revive the current stadium into a UEFA standard 4 stadium. It is possible to requalify the area around the stadium and reconceptualize urban spaces for public and private use. Private owners are also invited to join the initiative of the Albanian Investment Corporation (AIC). For the design and development of the urban area of the "Selman Stërmasi" stadium, local and foreign architects, developers or investors are invited.
On an area of 6 hectares, in the former military area of Farka in Tirana, the country will have a fair center. "Expo Business Albania" will be a space dedicated to events, fairs, concerts and meetings, as well as an accommodation structure, as it is planned to build 3 or 4 star hotels.
The National Library will be built in the former Guard of the Republic in Lake Park. It will also integrate the Library of Tirana. It will also serve as a reading space, in addition to being a "storage" for books. (A2 Televizion)
