The amendments to the Electoral Code to facilitate the diaspora vote, which were previously agreed upon with the DP, but which are now conditioned by Berisha's party, risk not being approved on February 13. The Democrats' insistence on allowing voting even without an Albanian identification document forces the Socialists to seek additional opposition votes to achieve the 84 green cards that the intervention in the Electoral Code requires.
At the A2CNN microphone, Dashamir Shehi of LZHK is the first to declare his vote in favor.
"I want to vote on all the changes, even the proposals of the DP and the SP. It is enough that this is done. Will it be done well the first time, no, it will not be done."
Enkelejd Alibeaj from Right 1912, who controls 3 votes in Parliament, sets another condition from the DP but one that is less likely to be accepted by the Socialists.
"Our position is that we will vote for any legal change that facilitates access and free expression of the will of Albanians outside Albania, with one condition. What we have been asking for a long time, open lists," declared Alibeaj.
Independent MP Flutura Açka is openly against it.
"I did not vote for this Electoral Code and the cosmetics now do not change its essence. This Electoral Code, with all its cosmetics, does not give young people the opportunity to enter the system and will ensure the same parliamentary quagmire," said Açka.
With the current configuration of the Assembly, the Socialist Party has 78 secure votes, 75 of its own and 3 of ally Tom Doshi. The PDIU could come to the rescue with its 4 mandates, after the signals of rapprochement with the Socialists expressed earlier, but again even their votes are not enough to make 84. A2 CNN contacted PDIU representatives, but did not receive a response.
In addition to the votes controlled by Shpëtim Idrizi, the Socialists also need the 3 cards of Lulzim Basha's group. A2CNN contacted them as well, receiving a written response that speaks of a bargain between Rama and Berisha.
"Rama-Berisha have no interest in the diaspora voting. They have done everything to control their vote in cooperation with each other. They are doing everything in coordination with each other to prevent change, but they will not succeed. As we have offered since day one, proposals to guarantee free and fair elections, we will do everything in function and service of this. One thing is certain, they will not be able to use the diaspora for their troubles," the Euro-Atlantic Democrats responded to A2 CNN.
