Prime Minister Edi Rama, in his speech at "Skënderbej" Square before Tirana Municipality employees, declared that construction permits are not favors or privileges, but development rights of owners and investors.
"Whoever accuses without evidence of bribery for building permits either did it themselves or would do it," the head of government emphasized.
"Building permits are not privileges, favors granted by the mayor. They are development rights of owners and investors together. Anyone who accuses of bribery in the issuance of building permits without evidence simply either did it themselves, or would do it themselves if they had it in their hands," Rama declared.
