OSCE-ODIHR/DP report: Elections marred, alarm over abuses and censorship

The first reaction after the publication of the OSCE-ODIHR interim report on the May 11 elections, which raised concerns about the misuse of public assets and pressure on administration employees, came from the blue camp.

The head of the Justice Department in the Democratic Party, Franc Nuri, in a media statement from the Blue headquarters, said that the report of the organization observing the elections is alarming and, according to him, assesses the conditions in which the elections will be held in Albania as inappropriate.

In this reaction, the DP highlights the "turning a deaf ear" by ODHIR to issues that are derivatives of "extreme political polarization, resulting from a 'unilateral electoral reform without public consultation'" .

"The OSCE emphasizes that most of the suggestions for improving the electoral process made by this organization remain unimplemented. In this logic, the permanent problems under Edi Rama continue, such as 'misuse of public assets for electoral purposes and pressure on administration employees'. The report does not fail to mention those that the prime minister boasts about, 'patronage networks' as a form of political influence. Also worrying is the illegal use of personal data, which the report calls 'abuses'.

Without mentioning the prime minister by name, but clearly implying the prime minister, the report speaks of a 'campaign characterized by personal attacks and a lack of discussion of public policies'. OSCE-ODIHR also touches on another scourge of the elections, which is the lack of impunity for electoral violations and manipulations, as proven by files 339 and 184. The report emphasizes that the CEC has identified dozens of violations, but very few punitive measures have been taken.
