Ukrainian President Volodymyr Zelensky has reacted after the Russian attack on Sumy today.
According to foreign media, Zelensky described it as a "savage attack" that, according to him, was a "completely deliberate attack on civilians."
Three people are said to have died, up from two previously reported, according to the Ukrainian leader, writes A2 CNN.
Suspline reported that 25 people were injured, including three children and three adults who are said to be in serious condition.
Images from the scene of the attack show destroyed cars in the city center, A2 CNN reports.
A rescue operation is reportedly underway and "many people have been injured," Zelenskyy said.
"At least one [artillery] shell was invalid. It pierced the wall of an ordinary apartment room on the 9th floor," he added.
He continued: "That alone says everything there is to know about Russia's so-called 'desire' to end this war."
"It is clear: without global pressure - without decisive action from the United States, Europe and everyone in the world who has power - Putin will not even agree to a ceasefire," Zelensky added.
He called for tougher sanctions against Russia for Moscow's "aggression and killing of people." (A2 Televizion)
