The High Inspector of Justice participated in the proceedings of the General Assembly of RESIJ, the European Network of Justice Inspection Services, of which ILD is a member. The event was hosted by the High Judicial Council of Portugal with the presence of the inspection services of the RESIJ member countries, Belgium, Bulgaria, France, Italy, Portugal, Spain, Albania and Moldova, which has held observer status in this network since last year.
The Assembly discussed internal issues of changes to the RESIJ statute, identifying procedural measures to facilitate effective changes, on the level of authority of representation of each member country, to have transparency and institutional coherence.
The Assembly elected the new President of RESIJ, noting the end of the mandate of Romania. With the unanimous votes of all members, the candidacy of France, Mr. Stephane Noël, Chief of the French Inspectorate of Justice, was voted. France, the founder of the RESIJ Network, takes on the Presidency of this Network for the second time.
The members' discussions during the Assembly also focused on the concrete expectations of each member of the Network for the future, as well as cooperation with European institutions for the sharing of experiences and expertise, in order to increase the efficiency of justice, while being in line at all times with European Union directives.
Invited to this meeting were the Portuguese inspection services of the Prosecutor's Office, the Administrative Courts, the judicial assistants and the Ministry of Justice, who made presentations on their work functions for monitoring the justice system in Portugal.
Within the framework of the General Assembly of RESIJ, the High Judicial Council of Portugal organized the conference entitled “Communicating Justice”, which was held in the plenary hall of the High Court in Lisbon. In his greeting, the Vice President of the High Judicial Council, Magistrate Luiz Azevedo Mendes highlighted the fact that the communication of justice must contain clarity and simplicity, because the understanding of decisions is related to public trust in the system and justice and RESIJ has its own topic of discussion.
The conference topics addressed the role of judicial review in promoting clarity and transparency of judicial decisions; argumentation, language and communication in judicial decisions; communication of justice in the media context: data protection, anonymization of judicial decisions; artificial intelligence and the public interest, freedom of expression and information; new challenges and advantages in the use of technology and artificial intelligence tools in drafting decisions and conducting judicial reviews.
