The regulator expects 84 votes from the Assembly, opposition members do not become an obstacle to the diaspora vote

The lack of political agreement in the Parliament hall regarding the Democrats' request that immigrants without Albanian identification documents be allowed to vote on May 11th is also reflected in the Central Election Commission.  

Muharrem Caka, proposed by the opposition as a member of the Regulatory Commission, believes that their identification can be carried out by the CEC with documents from other countries, a completely opposite position from that of Commissioner Ilirjan Celibashi, writes A2.

"To vote, they can vote. Practically. these Albanians, whether they have an identification document or not, have their name on the voter list in Albania. The operator will verify it. The application is not verified by the a priori application, it is verified by the operator behind the computer. The moment it finds all the correct data, compares it with the unique civil status data, it automatically passes it to the register of voters from abroad. Personally, I see that if there is a desire and will, it is more than feasible," said Caka. 

Meanwhile, for the chairwoman of the Regulatory Commission, Iliriana Nano, proposed by the majority, with the legal provisions in force, this category of Albanians cannot vote: "As provided for in the Electoral Code, this is impossible."  

The DP conditions its request for votes in Parliament on several amendments to the Electoral Code on registration deadlines and financial costs, which would facilitate voting from abroad, which means that the amendments are rejected, or the SP finds other alternatives in the Assembly to approve them.

Beyond this, the Electoral Code in point 4 of article 24 gives the Regulatory Commission the right to make the final decision on the implementation of the diaspora vote for the first time. However, if the Socialists collect the required 84 votes, the opposition members in the CEC Regulatory Council are committed not to become an obstacle, regardless of the position of their political wing in the Assembly. 

Caka said: "Despite the fact that we are proposed by parties, the Regulatory Commission is politically uninfluenced. I personally guarantee that we will vote for the best interest of Albanians, the fair, equal and inclusive interest. In this, the Constitution of the Republic of Albania will prevail," said Caka.

The most obvious is Nano, for which political consensus is not important, it is enough that the changes to the code have the necessary number of votes to gain legal force: "We as the Regulatory Commission implement the Code that was approved with 84 votes. For us, it is not important who voted in favor of a change to the code."
