Edi Rama's next criticism of the Special Prosecution Office is related to the SPAK investigation at the Agricultural University of Tirana, comparing it to the Italian anti-mafia actions in symbolic villages where mafia family bosses found refuge.

"How do you explain to the Austrians that a special force enters a university and takes 24 security measures for detention, house arrest and forced appearance, as if it entered the village of Corleone. These 24, 34 and 44 are made by the anti-mafia prosecution in Italy. What about a university? I don't know. Europe, where we want and will integrate, has a different principle. Every person is innocent and it is up to the authorities to prove their guilt," said the prime minister.

The majority leader disagrees with the idea that “the end justifies the means.” Justice, according to him, cannot be a matter of statistics or for the special court to simply accept the orders of SPAK.  

"I have absolutely nothing against the investigation. On the contrary, I encourage those who have touched even 1 euro of the state budget to come forward to the end, but these detentions with a drop of a pencil and these notarizations in the Special Court, with the philosophy that whatever we take there, they only sign, of course, that we are America, I no longer accept these," Rama added.

He mentions Moscow and the Kremlin when talking about violations of European standards. As an example, he brings up the Strasbourg decision on the case of the former director of RTSH, Thoma Gëllçi.

"There in Strasbourg, where Europe, which will make us part of it, looks at us through the instrument it has created to not let justice slide towards Moscow, in the name of punishment, but to make justice equal, it says: "The Albanian authorities had no evidence to support the claim that Mr. Gëllçi posed a flight risk," declared the head of government.

Edi Rama claims that Soviet methods, as he considers them, are also being used for witnesses. 

"We cannot accept that people are taken and intimidated there as persons in the know, without even being given status, just so that they do not get a lawyer because I do not want to talk. I have informed the Minister of Justice about another very serious intimidation of a mother with two children who is asked to admit what she did not do and is told "Either you will admit this or you will suffer worse than those, whom you have to put inside". Where are we here?", said Rama.
