The head of the Special Anticorruption Commission, Fatmir Xhafaj, presented at today's meeting the progress of the process for good governance and anticorruption. In his speech, Xhafaj emphasized the principles on which this reform rests and
"On May 27 of this year, the Assembly approved the resolution on deepening reforms for good governance, the rule of law and anti-corruption for good governance for Albania 2030 in the EU. In a few months we have built a multidimensional reformation process based on 4 important principles; inclusiveness, transparency, professionalism and the best European standards. We have chosen the longest and most difficult path, but safer for the expected result. A process that goes through the need for analysis, scanning and diagnosis of the situation and then determining the needs for intervention with legal and institutional measures and for their realism. Only 6 months have passed and today we can emphasize key aspects".
Xhafaj evaluated the justice reform as a tangible reality, as well as the professional capacities in our country engaged in this process.
"Firstly, in these 10 years, the Assembly becomes the constitutional and institutional space and the promoter for the realization of two important state-building reforms. Reform in justice, a tangible reality and such a complex reform that is a significant indicator of the reforming role of the assembly, also due to the weight of the constitutional functions it carries. But also the inclusion of important missions such as the international factor, institutions, business, public society, etc. Regardless of the attitudes they have, the critical position. Our country has professional capacities, standard and European expertise. About 70 high-level experts proposed by independent organizations have engaged in this process. About 35% of them hold scientific titles, 40% are experts of civil society organizations and most have experience in domestic, foreign and domestic fields. Also 40 external experts, most of them Albanian citizens who also serve in different countries of the world, or international experts, this is the result of the qualified diaspora".
Xhafaja announced that he is concluding the analysis with the 700-page document on good governance, anti-corruption and the rule of law, which is the first document of its kind with Albanian expertise.
"We are concluding the analysis with the 700-page document on good governance, anti-corruption and the rule of law. Also based on international results. The first analytical document of this kind with Albanian expertise. We are in the consultation phase of the analytical draft. 600 professionals from the field, institutions, civil society, independent participated, who gave valuable independent opinions and recommendations".
Meanwhile, from today, according to Xhafaj, citizens' forums have started, in circles with talks for citizens in the field of central and local government, how citizens see such issues and what can be done better in these areas.
"We have just started work on the national plan. It will also give way to the recommendations of the European Union in some areas. All the powers can better coordinate the institutions instead of cooperating, as the last progress report of the European Union emphasizes."
Xhafaj also spoke about the doubts that arose in the beginning about the Anticorruption Commission regarding reforms and the proper functioning of all sectors.
"When we started this process more than a year ago, we had to clarify ourselves, initially as a majority. Even in the talks and discussions with Edi Rama, first to agree between us to give way to the project with reforms, which was also accompanied by doubts and speculations where not a single document had yet been made public. Time is proving the opposite, just as it happened with the justice reform. Because even as with the justice reform, we have a project to carry out for new state-building transformations. Facing these challenges to make Albania's 2030 easy path to the EU. This is our path in the interest of our children, their future, to consolidate democracy and the rule of law".
